Extended Producer Responsibility (EPR)
Registration Requirement under Plastic Waste Management (Amendment) Rules, 2022

The following Standing Order was issued by
the JNCH Nhava Sheva on 8 February, 2023

Person who imports plastic
packaging product or products with plastic packaging or carry bags or
multilayered packaging or plastic sheets or like, is under an obligation to get
registered on the Centralized portal developed by Central Pollution Control
Board and without which the importers are barred from carrying out any business

"Importer" means a
person who imports plastic packaging product or products with plastic packaging
or carry bags or multilayered packaging or plastic sheets or like

Besides the importers of
plastic packaging, the importers of various items such as primary products,
chemicals, machinery, textiles, articles etc. which are not plastic packaging
but are coming packed in plastic packaging are also required to take said EPR registration.

Importers of goods which are
not plastic packaging, but are coming wrapped or packed in plastic packaging,
such as machinery, textile, etc., are required to upload the EPR registration
in e-sanchit at the time of filing of the Bills of
Entry to avoid any query on this issue.

Where EPR registration is
not available at the time of filing of Bill of Entry, though the importer had
applied for the same on CPCB portal, the Importer is required to upload the
Application status in e-Sanchit. Goods shall not be kept
on hold by the Customs Authorities and the consignment shall be released and
the officer giving Out of Charge shall maintain the record of such consignments
in the format attached to this Standing Order, to enable monitoring of the
Importer having eventually obtained the EPR registration or otherwise.
