DGTR Launches ARTIS for Online Filing of Anti-dumping Applications

Subject: Launching of ARTIS -Online filing of Anti-Dumping Applications.

1. Attention of the Trade and Industry is invited to the application filing process to be followed by Domestic Industry for anti-dumping investigations under Section 9A of the Customs Tariff Act, 1975 as amended and the Customs Tariff (Identification, Assessment and Collection of Anti-Dumping Duty on Dumped Articles and for Determination of Injury) Rules, 1995 framed thereunder.

2. It is further informed that, as a measure of facilitating speedy resolution to the injury faced by Indian domestic industry and to increase the accessibility of Directorate General of Trade Remedies to all the stakeholders, an online filing system called ARTIS (Applications for Remedies in Trade for Indian Industry and other Stakeholders) is being developed for filing of applications, responses and other related submissions with respect to various trade remedial measures undertaken by DGTR.

3. Attention is also drawn to various stakeholder's meetings on the issue followed by launch of pilot project for filing anti-dumping applications on 21.05.2019. The online system is presently functional for filing of applications by domestic industry in Original investigation and Sunset review investigation of Anti-dumping cases.

4. The modules for other types of applications (like mid- term review, new-shipper review, anti-circumvention, etc.) and for filing of responses by exporters, importers, users within anti-dumping and the modules for anti-subsidy, safeguard and quantitative restriction cases will be launched shortly.

5. Trade & Industry are hereby advised that henceforth all applications as referred in para 3 above must be filed online also in ARTIS using link http:/1164.100.68.187/.

6. As a measure for interim arrangement and for smooth transition to ARTIS, all online applications shall be followed by submission of two copies of physical application also as per the existing practice with respect to anti-dumping applications filed up to 30th June 2020.

No anti-dumping investigation (original investigation I sunset review) shall be initiated unless the application has also been filed online on ARTIS.

7. The requirements of this trade notice are in addition to the trade notices issued earlier pertaining to filing of petition.
