Al Qaida Trade Prohibited under UNSC Resolution

Subject:
Prohibition on Trade with the Islamic State in Iraq and the Levant [ISIL], Al
Nusrah Front [ANF] and other individuals / groups associated with Al Qaida.
In
exercise of powers conferred by Section 3 of FT(D&R) Act, 1992, read with
paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2015-2020, the Central
Government hereby modifies the description of heading after para 2.15 of FTP
and introduces a new para numbered 2.16 A in the Foreign Trade Policy 2015-20
as under:
2. The Heading
after para 2.15 of FTP is revised from Prohibitions (Country and Product
Specific) to Prohibitions (Country, Organisations, Groups, Individuals
etc. and Product Specific).
3. 2.16A:
Prohibition on Trade with the Islamic State in Iraq and the Levant [ISIL, also
known as Daesh], Al Nusrah Front [ANF] and other individuals, groups,
undertakings and entities associated with Al Qaida.
In compliance with United Nations Security Council
Resolution No. 2199 [2015] (full text of the Resolution is available
at http://www.un.org/press/en/2015/sc11775.doc.htm), trade in oil and refined
oil products, modular refineries and related materials, besides items of
cultural (including antiquities), scientific and religious importance is prohibited
with the Islamic State in Iraq and the Levant [ISIL], Al Nusrah Front [ANF] and
other individuals, groups, undertakings and entities associated, directly or
indirectly, with Al Qaida.
2. Effect of this
Notification
Trade
with ISIL and related terrorist organisations in oil and oil products
(hydrocarbons) and items of cultural, scientific and religious importance is
Prohibited.
