Faceless Assessment

·         The assessment of Bills of Entry allotted to FAG is delayed because of multiple query and marking BE for first check examination etc.

·         Timing of Bills of Entry is allowed between 10 AM till 8 PM as per CBIC Circular No. 14/2021 dated 07.07.2021.

·         Officers have been suitably instructed not to raise multiple queries.

·         BIS / ETC / WPC /LMPC / EPRA, wherever applicable.

·         Export Documents / Freight Certificate / Proof of surrender of Export benefit.

·         Ensure sufficient balance in Licence even after loading in Bill of Entry.

·         Declare Brand / Make / Model / COO Certificate / product technical literature, if any.

·         Ensure proper UQC as per CTH - Documents required as per CCR / OGD instructions.

·         Any other document which are essential for assessment.

·         Clearance of the Bills of Entry on E-mail ID at tsk-jnch@gov.in .

·         Any matter pertaining to Group 5, on email id d.diwakar@gov.in.

Subject: Improvements in Faceless Assessment in NAC 5 (Mechanical Machineries of Chapter 84), Measures for streamlining process and expediting Customs clearances

Attention of all Importers, Exporters, Customs Brokers and Trade is invited towards various circulars issued by CBIC on Faceless Assessment issued to streamline the process and expedite assessment in FAG. The trade has represented that despite of various measures, the assessment of Bills of Entry allotted to FAG is delayed because of multiple query and marking BE for first check examination etc.

2. Discussion has been made in NAC-5, and the issue of FAG matters was examined, in order to reduce time of assessment and maintaining dwell time, following measures are reiterated:

i).  The Assessment timing of Bills of Entry is allowed between 10 AM till 8 PM as per CBIC Circular No. 14/2021 dated 07.07.2021. Any difficulty faced by the trade during the period may be brought to the notice of concerned Additional/Joint Commissioner.

ii). The officers have been suitably instructed not to raise multiple queries. A mechanism to monitor the queries raised by FAG is already in place.

iii). Similar exercise as detailed in (ii) above shall be undertaken for Bills of Entry marked for First Check examination, the Bills of Entry pushed to PAG after multiple query and pulled for assessment a t PAG .

iv) A number of instructions have been issued to the officers to avoid multiple query, and trade has also been requested to file necessary documents in e-Sanchit to avoid such query. However, many instances have been noticed wherein the trade do not upload proper documents. As a result, the officers are compelled to raise a query and after the 2nd query the bill of entry will be pushed back to PAG. Hence, the Custom Brokers should ensure before filing of the bill of entry to upload following documents as required:

- BIS / ETC / WPC /LMPC / EPRA, wherever applicable.

- Export Documents / Freight Certificate / Proof of surrender of Export benefit.

- Ensure sufficient balance in Licence even after loading in Bill of Entry.

- Declare Brand / Make / Model / COO Certificate / product technical literature, if any.

- Ensure proper UQC as per CTH - Documents required as per CCR / OGD instructions.

-Any other document which are essential for assessment.

v). The trade may contact Superintendent / Appraising Officer, Turant Suvidha Kendra, JNCH in terms of any grievance related to clearance of the Bills of Entry pertaining to Group 5, NS-V, Mumbai Custom s Zone-11. They may also communicate their grievance relating to clearance of the Bills of Entry on E-mail ID at tsk-jnch@gov.in . The TSK will forward the grievance to the concerned FAG / TSK / Concerned Group of INNSA 1, for early redressal.

vi). The Trade is requested to bring the issues of delay, unwarranted queries and first check orders to the notice of concerned ADC / JC. They can contact Joint Commissioner through email, for any matter pertaining to Group 5, on email id d.diwakar@gov.in.

3. The Customs Broker and Importers are requested to file Bill of Entry in advance after uploading all mandatory documents required for assessing the item imported on e-Sanchit in proper column with specific name to the document to avoid query and in order to expedite clearance of goods. Trade is also requested to give a specific reply to the query.
