Form E-13 Waived for LEO, Necessary only at Exit Point

·         Containers Move Directly to the Port Terminal after Exit from Centralized Parking Plaza

·         Same Procedure for Perishable Cargo

Subject:- Issuance of LEO without Form E-13 for Export Containers at CPP in JNCH

Attention of all the exporters. and stakeholders is invited to the Public Notice 35/2018 dated 08/03/2018 whereby it is mandated under para 2 that Form E-13;

" ...is to be mandatorily produced after the registration process and before the issuance of LEO. Hence. Form -13 would be prerequisite for the issuance of LEO..."

2. After discussion with stakeholders it is decided that for grant of LEO the Exporters/CHAs are no more required to produce the Form E-13. However. it is to be produced mandatorily at the time of exit of container from the Centralized Parking Plaza Out Gate/Area and it has to be verified by the Gate PO as well as the custodian of the Centralized Parking Plaza. Henceforth, Form E-13 will be a prerequisite at the time container exits from the Centralized Parking Plaza for export. This practice is aimed at ensuring that the containers move directly to the port terminal after exit from Centralized Parking Plaza. Movement of Containers/TTs for export should be planned by Exporters in such a way that they reach the port closest to the possible date of vessel shutout with some additional time to avoid the eleventh-hour rush.

3. The same procedure as described in Para 2 above would be applicable to Refrigerated and Containers containing Perishable Cargo also. The Public Notice 35/2018 dated 08/03/2018 stands rescinded.

4. In case of any difficulty, the specific issue may be brought to the notice of DC/CPP, JNCH. Action to be taken in terms of this Public Notice should be considered as Standing Order for the purpose of Officers and staff of JNCH.

5. This issues with the approval of Chief Commissioner of Customs, Zone-II, JNCH.
