China Gets Asia Quota again at WTO as Xiangchen Pips Ex-Foreign Service Officer Mohan Kumar for the Post of Dy DG

·    Europe, US and Costa Rica Bag the other Three Posts

China has bagged the post of deputy director general (DDG) at the World Trade Organization after beating India’s candidate Mohan Kumar with wide experience of Dispute Panels.

Okonjo-Iweala announced on May 4 the appointment of Angela Ellard of the United States, Anabel Gonzalez of Costa Rica, ambassador Jean-Marie Paugam of France and ambassador Xiangchen Zhang of China as her four DDGs. Zhang is currently serving as vice minister in the Ministry of Commerce of China. He served until recently as China's permanent representative to the WTO and previously as deputy permanent representative.

India last had a DDG Harsha Vardhan Singh who left WTO in 2013.

Over the past few years China has made concerted effort to influence major institutions as part of its attempt to dominate global discourse. China heads four of the 15 principal agencies of the UN and has its deputies in nine other agencies. Plus, there is a network of Chinese nationals at the lower rungs of the UN system as career professionals or diplomats.
