MSME Units in J&K and Ladakh given One More year for Registration

F. No. 2(2)/2018-SPS.—The Government of India hereby makes the following amendments to the Notification No. 2(2)/2018-SPS dated 23.04.2018, Notification No. 2(2)/2018-SPS dated 01.01.2019, and Notification No. 2(2)/2018-SPS dated 23.12.2019 titled Industrial Development Scheme (IDS), 2017 for the Union Territory of Jammu and Kashmir, and the Union Territory of Ladakh:

A. The Clause 3 of the Notification No. 2(2)/2018-SPS dated 23.04.2018 shall be replaced with the following clause:

“The Scheme will be effective from 15.06.2017 upto 31.03.2021, or upto such date as specified under any order issued in suppression of this order.”

B. In Clause 5 of the Notification No. 2(2)/2018-SPS dated 23.04.2018, Clause 5(g) shall be replaced with the clause:

“New Industrial Unit means an industrial unit which applies for registration on the DPIIT portal on or after 15th day of June, 2017 but not later than 31.03.2021, and has commenced commercial production after 15.06.2017, and is not an “Existing Unit‟ as defined in clause 5(h) of the scheme, or an ‟Existing Unit‟ undertaking “substantial expansion‟ as defined in clause 5(i) of the scheme.”

C. In Clause 7 of the Notification No. 2(2)/2018-SPS dated 23.04.2018, Clause 7.5 shall be replaced with the clause

“An Industrial Unit shall be allowed to apply for registration with the DPIIT portal upto 31.03.2021 for availing benefits under this scheme, subject to reduction, or extension of last date of registration, for any category or class of industrial units, including “new units‟ and “existing units undertaking substantial expansion‟, pursuant to any order issued in suppression of this order.

Commercial production/operation must commence within 36 months of the date of grant of registration. Hydro-power plants, subject to additional time as stipulated in MNRE, shall commence production/operation within 48 months of grant of registration.”

Earlier notifications on IDS, 2017 for the Union Territory of Jammu and Kashmir, and the Union Territory of Ladakh are modified to the extent indicated above.
