CBEC’s Strategic Plan for the Next Five Years

Sub:-Input sought for CBEC 5 year strategic plan.
Please refer to this office letter of even number
dated 18th September 2012, wherein my predecessor had sought your inputs
on the CBEC’s strategic plan for the next 5 years. In this regard, this office has till date
received inputs from very few zones. In
order to help your office to formulate inputs, the following guidelines are
being provided, which may be of assistance for responding in a focused manner:
1. The strategic plan has to help in achieving our
Vision and Mission. The Vision and
Mission are enumerated in our Citizens’ Charter.
2. The strategic plan should indicate where the
department or particularly your office/zone should be in the next 5 years,
giving a clear picture of priority areas.
3. The strategic plan should provide specific outcomes
that need to be achieved. Some
suggestive examples of specific outcomes are :
a) Providing the latest weapons for preventive
operations ;
b) Improving the ratio of indirect tax collection to
GDP by say 2 percentage point;
c) Having a robust risk management system for imports
or exports at all customs locations, where international trade takes place;
d) Improving our human resources capability with all
the staff as ICES/ACES trained;
e) Standard operating procedures should be established
in xyz area;
f) Audit or enforcement needs to be improved in xyz
area to meet ABC norms
4. The strategic plan may contain items wherein we
improve our existing procedures, establish new procedures, evolve a better risk
management system, re-distribute our manpower for effective utilisation,
improve existing technology, build up new relationships to facilitate revenue
mobilisation, improve decision taking for effective controls, lower cost of tax
compliance, lower cost of tax collection, establish better welfare measures for
staff, etc.
5. Each item in the strategic plan should be supported
with reasons for correct and critical evaluation.
It is
emphasised that out of the box thinking combined with personal initiative at
your level will allow us to make a realistic and effective strategic plan for
the department.
It is requested that your inputs may be sent to
this office within the next 10 days.
