Selections in Field Posts in SEZs do not

Subject:- Procedure to be followed in the selection of candidates
for various posts in SEZs.
I am
directed to refer to the subject cited above and to convey the following
instructions regarding the procedure relating to constitution of Selection
Committee for filling of various Administrative/Customs posts in SEZs:-
(i) Wherever, Recruitment Rules in respect of a post
(Administrative/Customs) prescribes the composition of selection committee, the
selection committee will be as per the composition prescribed in RRs.
(ii)
In the case of Administrative Posts in
SEZs, where RRs do not prescribe the composition of Selection Committee,
the following instructions will be followed, till RRs are amended:-
(a) Selection for all Group-A Posts will be done by
the SEZ Division, Department of Commerce with the approval of Hon'ble Minister.
(b) In the case of Group B Posts, the selection
committee will have representation of an officer, not below the level of Under
Secretary from SEZ Division (This is as per the DoC
instructions No.A-16/12/2010-SEZ dated 16/12/2010);
(c) In the case of Group C posts, the selection on
deputation will be done at the level of DC of the Zonal SEZs (except for
absorption/regular appointment), based on the recommendation of a selection
committee formed by him;
(iii)
In the case of Customs Posts in SEZs,
where RRs do not prescribe the composition of Selection Committee, the
following instructions will be followed, till RRs are amended:-
(a) As far as the Group B deputation posts of
Customs in Zonal SEZs are concerned, no representation from SEZ Division will
be necessary. The present practice of selection on the recommendation of a
suitable selection committee set up by the concerned Zonal DC, without
representation from DoC, may be continued;
(b) As far as the Customs posts in the
state/private SEZs, encadred with DoR,
are concerned, the appointment/posting is to be done by the respective Chief
Commissioner of Customs/GST, in consultation with the Development Commissioner
of SEZs.
(iv)
The earlier instructions issued vide letter No.A-4/19/2004-SEZ dated 24/9/2005,
wherein it was mandatory to have DS/US (SEZ) in the Selection Committees, and
other instructions to the extant as above, is withdrawn.
