Agencies to Issue Certificate of Origin (CoO) Only through DGFT Website

·         CoO remains an instrument to certify the origin of imported/exported goods.

·         Two categories of CoO continue:

o    Preferential

o    Non-preferential

·         Authorised agencies list formalised

o    Specified in Appendix 2E, 2D, 2C, and 28.

·         Key Amendment: डिजिटल (Online) issuance made compulsory

o    Applications must be submitted only through DGFT-designated electronic platform.

·         Exclusive platform usage

o    CoOs must be issued only via DGFT portal (trade.gov.in) or notified system.

·         Manual issuance prohibited

o    Physical/offline CoOs are not allowed anymore.

·         Strict compliance requirement

o    Non-adherence may result in cancellation of agency authorization.

Effect of this Notification: Authorised agencies for issuance of Certificate of Origin may accept and issue the certificates only from the designated electronic platform as specified by DGFT.

Subject: Amendments to Para 2.90 of Handbook of Procedures 2023.

In exercise of the powers conferred under paragraph 1.03 and 2.04 of the Foreign Trade Policy (FTP), 2023, as amended from time to time, the Director General of Foreign Trade hereby makes the following amendments to Para 2.90 of HBP-2023:

(d) All authorized agencies must accept applications and issue Coos only via https://www.t rade.gov.in or such other platform as may be designated by DGFT from time to time. Manual issuance outside of the designated platform is not permissible and may lead to revocation of authorization to issue CoO.
