Export Credit Facilitated as DGFT Amends UIN Condition

·         The Directorate General of Foreign Trade (DGFT) has issued amendments to the guidelines for Interest Subvention Support for Pre- and Post-Shipment Export Credit under the Export Promotion Mission.

·         The clarification refers to earlier Trade Notices issued on:

o    January 2, 2026,

o    January 16, 2026,

o    March 20, 2026,

o    April 20, 2026.

Issues Raised by Industry

·         Industry stakeholders reported operational difficulties related to:

o    Unique Identification Number (UIN) generation under the Equalisation Intervention Scheme.

·         The challenges arose due to:

o    Onboarding of multiple lending institutions,

o    Development of banking workflows,

o    Technical integration for UIN validation and claim processing,

o    Non-uniform implementation across banks.

Specific Problems Identified

·         Exporters had generated:

o    UDIN under the earlier Equalisation Intervention Scheme,

o    But export credit was disbursed after January 2, 2026 under the new framework.

·         In other cases:

o    Export credit was disbursed on or after January 2, 2026,

o    But exporters could not complete UIN generation before loan disbursal.

DGFT Decision

·         To facilitate ease of doing business, DGFT has decided to provide a special window for firms to generate UINs in eligible cases.

Cases Eligible for Relaxation

The relaxation applies where:

·         Credit was disbursed during FY 2025-26 on or after January 2, 2026 using the earlier UDIN system.

·         Loans under the Export Promotion Mission (EPM) were disbursed on or after January 2, 2026 before UIN generation was completed.

Objective of the Amendment

·         The amendments aim to:

o    Ensure smoother implementation of the EPM interest subvention scheme,

o    Avoid disruption in export credit benefits,

o    Provide operational flexibility to exporters and banks during the transition phase.

·         The new amendments will form part of the existing EPM Interest Subvention Support guidelines already issued by DGFT.

Subject: Clarifications on Interest Subvention Support for Pre- and Post­ Shipment Export Credit under Export Promotion Mission - Niryat Protsahan.

In reference to the guidelines for Interest Subvention Support for Pre- and Post­ Shipment Export Credit under the Export Promotion Mission (EPM) issued vide Trade Notice No. 20/2025-26 dated 02.01.2026, Trade Notice No. 22/2025-26 dated 16.01.2026, Trade Notice No. 33/2025-26 dated 20.03.2026 and Trade Notice No. 01/2026-27 dated 20.04.2026.

2. Representations have been received on difficulties faced regarding UIN under Equalisation Intervention Scheme stating that the implementation involved onboarding of multiple lending institutions, development of internal banking workflows and alignment of technical systems for UIN validation and claim processing. During this initial implementation period, certain practical and procedural difficulties have arisen at the operational level resulting in non-uniform implementation across banks. Specific problems faced by the Industry is as below:

a.   UDIN was generated under erstwhile IES Scheme, but credit has been disbursed on or after 02.01.2026.

b.   Credit has been disbursed on or after 02.01.2026, but were unable to complete the UIN process prior to disbursal.

3. The issue has been examined in this Directorate. In the interest of ease of doing business, it has been decided to provide a window for firms to generate a UIN in cases where credit was disbursed in FY 2025-26 (on or after 02.01.2026) using erstwhile UDIN and also for entities who were disbursed loan under EPM on or after 02.01.2026 prior to UIN generation. Hence, the following amendments are issued to the existing guidelines. These shall form part of the Interest Subvention Support for Pre- and Post­ Shipment Export Credit under Export Promotion Mission (EPM) - Niryat Protsahan as issued earlier:-
