ADs to Submit Monthly FEMA Reporting in CIMS

·         The Reserve Bank of India has mandated that certain FEMA-related monthly reports submitted by Authorised Dealer Category-I (AD Category-I) banks will now be filed through the Centralized Information Management System (CIMS) portal.

Branch Office / Liaison Office / Project Office Reporting

·         From June 30, 2026, AD Category-I banks must submit the monthly consolidated statement of:

o    Branch Offices (BOs)

o    Liaison Offices (LOs)

o    Project Offices (POs)
opened and closed during the month through the CIMS portal.

·         The statement has been assigned Return Code R343.

·         Reporting will commence for the month ending June 2026.

·         Banks must submit a 'NIL' report where no data is available.

NRO Account Remittance Reporting

·         Monthly reporting relating to:

o    Number of applicants, and

o    Total amount remitted from Non-Resident (Ordinary) Rupee (NRO) Accounts
has also been migrated to the CIMS portal.

·         This return has been assigned Return Code R006.

Reporting Platform

·         All submissions are to be made through the RBI's CIMS portal:

o    Sankalan Portal (https://sankalan.rbi.org.in)

Regulatory Update

·         The RBI will update the Master Direction on "Reporting under Foreign Exchange Management Act (FEMA), 1999" to incorporate these reporting changes.

Objective

·         The move aims to centralize and digitize regulatory reporting, improve data management, and streamline compliance requirements for AD Category-I banks.

Legal Basis

·         The directions have been issued under Sections 10(4) and 11(2) of the Foreign Exchange Management Act, 1999 and are effective as notified by the RBI.

 

[A.P. (DIR Series) Circular No. 12 dated June 05, 2026]

Submission of statement/return on Centralized Information Management System (CIMS)

Attention of Authorised Dealer Category – I (AD Category – I) banks is invited to the A.P. (DIR Series) Circular No.69 dated May 12, 2016, in terms of which AD Category

– I banks were required to submit a consolidated list of all the BOs/LOs/ POs opened and closed by them during a month, by the fifth of the succeeding month, to the General Manager, Reserve Bank of India, Foreign Exchange Department, Central Office Cell, Sansad Marg, New Delhi.

It has now been decided that with effect from June 30, 2026, the above-mentioned statement shall be submitted on the Centralized Information Management System (CIMS) portal. The statement has been assigned return code - ‘R343’ on CIMS portal. Accordingly, all AD Category – I banks shall upload the above-mentioned statement on CIMS portal (URL: https://sankalan.rbi.org.in) from the month ending June 2026. In case no data is to be furnished, AD Category – I banks shall upload a ‘NIL’ report.

Attention of Authorised Dealer Category – I (AD Category – I) banks is further invited to the A.P. (DIR Series) Circular No.67 dated May 05, 2016, in terms of which AD Category – I banks were required to furnish on a monthly basis, a statement on the number of applicants and total amount remitted from the Non-Resident (Ordinary) Rupee (NRO) Account in the requisite format to General Manager-in-Charge, Foreign Exchange Department, Reserve Bank of India, Foreign Investments Division (NRFAD), Central Office Cell, Parliament Street, New Delhi.

Submission of the above-mentioned statement has been shifted to CIMS portal with return code - ‘R006’. Accordingly, all AD Category – I banks shall upload the above- mentioned statement on CIMS portal (URL: https://sankalan.rbi.org.in).

The Master Direction on ‘Reporting under Foreign Exchange Management Act, 1999’ is being updated to reflect the changes.

The directions contained in this circular have been issued under section 10(4) and 11(2) of the Foreign Exchange Management Act (FEMA), 1999 (42 of 1999) and are without prejudice to permissions / approvals, if any, required under any other law.
