No RCMC for Rs. 10K E-commerce Consignments Proposed

Trade Notice Issued: DGFT
issued Trade Notice No. 14/2026-27 dated 20 July 2026 seeking
stakeholder comments on a proposed amendment to Para 2.57 of the Foreign
Trade Policy (FTP) 2023.

Objective: The proposal aims to introduce a
de minimis exemption from the requirement of obtaining a Registration-cum-Membership
Certificate (RCMC) or Certificate of Registration for low-value export
consignments.
·
Existing Provision: Para 2.57
of FTP 2023 currently requires exporters to possess an RCMC/Certificate of
Registration for availing authorisations, benefits and concessions under
the FTP.
·
Proposed Amendment: A new Para
2.57(c) is proposed to be inserted in FTP 2023.
·
Key Relaxation:
o
RCMC/Certificate of Registration will not be
required for:
§ Applying
for an import/export authorisation under FTP (except for Restricted
items under ITC (HS)); or
§ Applying
for any other FTP benefit or concession,
§ Provided the
export consignment has an FOB value of ₹10,000 or less.

Items Excluded: The exemption does not apply
to Restricted items listed in the ITC (HS).
·
Purpose of the Amendment: The
proposal seeks to promote small-value exports, particularly through:
o
Postal exports,
o
Courier shipments, and
o
Other emerging export channels, including
e-commerce.
·
Stakeholder Consultation: In
accordance with Para 1.07A of FTP 2023, DGFT has invited suggestions and
comments from exporters, industry associations and other stakeholders.

Timeline for Comments:
Stakeholders may submit their views within 10 days from the date of the
Trade Notice (20 July 2026) via email to e-commerce-dgft@gov.in.

Reduces compliance burden for micro and small
exporters.

Facilitates e-commerce and courier-based exports.
·
Encourages participation of new exporters by
simplifying procedural requirements for low-value shipments.

Supports the government's objective of promoting cross-border

Subject: Inputs on
proposed amendment to Para 2.57 of FTP 2023 relating to de minimis exemption
from RCMC requirements for low-value exports.
Reference
is invited to Para 2.57 of the Foreign Trade Policy (FTP) 2023, which
prescribes the requirement of Registration-cum-Membership Certificate (RCMC) or
Certificate of Registration for availing authorisations, benefits and
concessions under the FTP.

In line with Para 1.07A of FTP 2023, which provides for stakeholder
consultations during the formulation and amendment of the Foreign Trade Policy,
a draft amendment to Para 2.57 of FTP 2023 has been formulated to provide a de
minimis exemption from the requirement of RCMC or Certificate of Registration
for low-value export consignments. The proposed amendment Notification is enclosed
as Annexure-I to this Trade Notice.

This Directorate invites views, suggestions and comments from exporters,
industry associations and other stakeholders on the proposed amendment.
Stakeholders may submit their inputs within 10 days from the date of issuance
of this Trade Notice. Suggestions and comments may be sent by email to e-commerce-dgft@gov.in.

This Trade Notice is issued with the approval of the competent authority in accordance
with Para 1.07A of FTP 2023.

Subject: Amendment in Para
2.57 of the FTP 2023 – de minimis on FOB Value for RCMC requirements - reg.
S.O. (E): In exercise of powers conferred by
Section 3 and Section 5 of Foreign Trade (Development & Regulation) Act,
1992, read with paragraph 1.02 and 2.01 of the Foreign Trade Policy, 2023, as amended
from time to time, the Central Government hereby inserts Para 2.57(c) in
Foreign Trade Policy, 2023 with immediate effect as under:
2.57
Registration-cum-Membership Certificate (RCMC)
(c)
Notwithstanding provisions under para (a) and (b) above, RCMC or Certificate of
Registration shall not be required for applying for an Authorisation to
import/export under the FTP (except items listed as ‘Restricted’ items in ITC
(HS)) or applying for any other benefit or concession under FTP, for export consignments
where FOB value is less than or equal to ₹ 10,000/-
Effect of the
Notification: With an
objective to promote small value exports, especially Exports through Postal,
Courier and other emerging channels, a de minimis exception for export
consignment of FOB Value up to ₹ 10,000/- for RCMC or Certificate of
Registration requirements is notified with immediate effect.
