MOOWR Scheme Shifts to Manual Mode with Jurisdictional Commissioner, Online with Invest India Over

The online application facility for the MOOWR Scheme hosted on the Invest India portal will continue to remain operational until 31st October 2025. This decision was made to ensure uninterrupted access, operational ease, and user familiarity. Applications can continue to be submitted online under Sections 58 and 65 of the Customs Act, 1962. While an alternate digital model is being developed, Circular No. 18/2025-Customs is now withdrawn.

Key Highlights:

1.    Reference Withdrawal:

o    Circular No. 18/2025-Customs dated 22.07.2025 (which directed submission of MOOWR applications via email) has been withdrawn.

2.    Current Application Process (Till 31 October 2025):

o    Applicants may continue to submit applications under Sections 58 and 65 of the Customs Act, 1962 using the existing online portal hosted by Invest India:

3.    Rationale:

o    To ensure ease of operation, user familiarity, and uninterrupted digital access for applicants during the transition period.

4.    Processing of Applications:

o    Applications submitted via the portal will be handled by the jurisdictional Principal Commissioners/Commissioners of Customs as per existing legal provisions.

5.    Next Steps:

o    A new electronic system for MOOWR applications is under development.

o    Detailed transition guidelines (timelines & procedures) will be issued separately.

6.    Instructions to Field Formations:

o    Field offices must inform all trade and industry associations in their jurisdictions.

o    Provide necessary support and guidance to ensure smooth application submissions during the interim period.

Until 31 October 2025, continue using the Invest India portal for MOOWR Scheme applications. The earlier email-based process is now invalid, and a new digital platform will be announced soon.

Subject: Continuation of online application facility under MOOWR Scheme - hosted on Invest India portal.

Reference is invited to Circular No. 18/2025-Customs dated 22.07.2025 regarding the submission of applications under the MOOWR Scheme through e-mail to jurisdictional Commissionerates.

2. In view of the operational ease, user familiarity, and the importance of maintaining uni nterrupted digital access for applicants, it has been decided that, as a working arrangement, the existing online facility hosted by Invest India shall continue to remain operational up to 31st October, 2025. The portal at https://www.investindia .ggv.il1f!2Qnded -manufacturing may accordingly continue to be used for submission of applications under section 58 and section 65 of the Customs Act, 1962.

3. Applications submitted through this portal may be processed by the jurisdictional Principal Commissioners/Commissioners of Customs in accordance with extant  legal provisions and instructions. An alternate digital model for submission of MOOWR applications is currently under consideration. The application process will be transitioned to the  new electronic system in due course. Detailed instructions regarding the timeline and procedure for the transition shall be issued separately.

5. In light of the above, Circular No. 18/2025-Customs dated 22.07.2025 is hereby withdrawn.

6. Field formations are requested to immediately inform trade and industry associations under their jurisdiction and extend necessary guidance to ensure continued smooth facilitation.
