Minister Orders Shift Reliance Dominated Key Raw Material Suspension Grade PVC Resin from Free to Restricted List (High Value Price above USD 0.766/kg to Remain Free for Only Six Months)

Ř  Price rise expected with restriction on China, Korea and Malaysia Import

Ř  Reliance has raised price by Rs. 2000 to Rs. 4000 per tonne in July itself to Rs. 1 lakh per tonne but China is cheaper by 30%. With Restricted List, import will require DGFT licence which is not easy.

Ř  The notification introduces high value >$0.766 per Kg a six-month Minimum Import Price (MIP) mechanism to allow free import after which all grades will be restricted.

Ř  Export-oriented manufacturing units in SEZ/EoU and Advance Authorisation holders continue to enjoy Free import, subject to the DTA restriction.

PVC Items under Anti-dumping Duty

o   Chlorinated Polyvinyl Chloride Resin (CPVC) from China and Korea (Complainant: DCW and Epigral) [Notification No. 15/2024-Customs (ADD) Dated 23 August, 2024] – Item is Heat Resistant.

o   PVC Paste Resin from China, Korea, Malaysia Plus Three Countries Continue for Another Five Years on Plaint of Chemplast Sanmar Complaint [Customs Notification No. 05/2025-Customs (ADD) dated 21st March 2025] – Item is Good for Coating

·         Minimum Import Price (MIP) Relaxation: Imports with CIF value exceeding USD 0.766 per kilogram will continue to remain Free.

·         The restriction applies only to imports having CIF value of USD 0.766/kg or below.

Validity

·         The revised policy will remain in force for six months from the date of publication of the notification.

Exemptions

The Minimum Import Price (MIP) restriction will not apply to imports by:

·         100% Export Oriented Units (EOUs)

·         Units located in Special Economic Zones (SEZs)

·         Imports under the Advance Authorisation Scheme

Condition: The imported inputs must not be sold into the Domestic Tariff Area (DTA).

Effect of this Notification: The import of Suspension grade PVC Resin (S-PVC) falling under ITC (HS) Code 39041020, having CIF Value of less than or equal to USD 0.766 per Kilogram is "Restricted" for a period of six months from the date of publication of this Notification. However, this restriction will not be applicable for import by 100% Export Oriented Units (EOUs), units in the SEZ and imports under the Advance Authorisation Scheme, subject to the condition that the imported inputs are not sold into the Domestic Tariff Area (DTA).

(E): In exercise of the powers conferred by Section 3, Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and paragraph 2.01 of the Foreign Trade Policy, 2023, as amended from time to time, the Central Government hereby amends the import Policy of ITC (HS) Code 3904 1020 covered under Chapter 39 of ITC (HS) 2022, Schedule-I (Import Policy) with immediate effect:
