Conditions on processing and domestic sale

·         Imported raw sugar must be processed at the TRQ holder's own facility.

·         For every 1.05 kg of raw sugar imported, the holder must produce and sell 1 kg of refined sugar in the domestic market by 31 October 2026.

One-time conversion of Advance Authorisation into TRQ

·         Holders of Advance Authorisations issued under SION E-52 get a one-time option to convert to the TRQ Scheme for raw sugar actually imported under the AA up to the date of the relevant notification.

·         The conversion also covers refined sugar already produced and sugar yet to be produced from the eligible imported raw sugar.

·         Conversion requires payment of the exempted GST availed at import and compliance with the domestic-sale condition by 31 October 2026.

Documents required for AA-to-TRQ conversion

Applicants must submit:

1.    Copy of the valid Advance Authorisation under SION E-52.

2.    Proof of GST paid against the quantity proposed for conversion.

3.    Self-certified statement of raw sugar imported and refined sugar exported against the AA up to the notification date.

4.    Self-certified statement of raw sugar available for processing, after accounting for quantities already used in production/export.

·         Application window for conversion: 21–28 August 2026 through DGFT's Import Management System → TRQ.

·         Monitoring of domestic sales: TRQ holders under the conversion scheme must submit GST-invoice-based statements of domestic refined sugar sales on the 1st and 15th of each month, with the final statement due on 1 November 2026.

·         Compliance failure: Non-compliance or failure to furnish required documents can lead to cancellation of the conversion/TRQ authorisation and further action under law.

·         DGFT flexibility: DGFT reserves the right to amend, modify, relax or withdraw provisions of the Public Notice in accordance with the FTP and applicable law.

Key takeaway: The scheme provides a 10 lakh MT raw sugar import TRQ, but links allocation and duty benefits tightly to domestic refining capacity, timely import, conversion of 1.05 kg raw sugar into 1 kg refined sugar, and domestic sale by 31 October 2026. It also gives existing SION E-52 Advance Authorisation holders a one-time route to shift eligible imported quantities into the TRQ framework.
