1.    Reference: The relaxation relates to Trade Notice No. 22/2026-27 dated 25.08.2026, concerning enhancements in the Pre-Shipment Inspection Agency (PSIA)/Pre-Shipment Inspection Certificate (PSIC) process.

2.    One-time transitional arrangement – 7 days

o    Recognized PSIAs are given a one-time relaxation of 7 days from the date of this Trade Notice.

o    The relaxation is for clearing the backlog of PSICs relating to inspections conducted before 25.08.2026.

o    It applies where PSICs could not be issued because of system restrictions introduced under Trade Notice No. 22/2026-27.

3.    New timeline for PSIC issuance

o    Para 2(ii) of Trade Notice No. 22/2026-27 is substituted.

o    The PSIC must be generated and issued within 2 days from the date of inspection.

o    The system will allow PSIC generation and issuance only within this prescribed 2-day timeline.

4.    Geographical-location requirement

o    PSIC uploading must be done from the same geographical location/country where the inspection was carried out.

5.    Other provisions unchanged

o    All other provisions of Trade Notice No. 22/2026-27 dated 25.08.2026 remain unchanged.

Effect of this Trade Notice

·         Provides 7 days' one-time transitional relief for pre-25.08.2026 inspection backlogs.

·         Establishes a clear 2-day maximum window for generation and issuance of PSIC after inspection.

·         Introduces/retains a same-country/location system validation for uploading the PSIC.

·         The relaxation is intended to facilitate smooth implementation of the revised PSIA/PSIC module.

Subject: Revision in Timeline for Issuance of PSIC and One-time Relaxation for Issuance of Backlog PSICs.

Kind attention is invited to earlier Trade Notice No. 22/2026-27 dated 25.08.2026 regarding enhancements in the Pre-Shipment Inspection Agency (PSIA)/Pre Shipment Inspection Certificate (PSIC) process.

2. In order to facilitate smooth implementation of the revised PSIA/PSIC module, the following relaxations are hereby made to the provisions contained in the aforesaid Trade Notice:

i. One-time transitional arrangement for issuance of PSICs

A one-time relaxation of seven days from the date of issuance of this trade notice is hereby provided to the recognized PSIAs for clearing the backlog PSICs pertaining to inspections conducted prior to 25.08.2026, where such certificates could not be issued due to system restrictions introduced pursuant to the aforesaid Trade Notice.

ii. Revision in timeline for issuance of PSIC

Para 2(ii) of Trade Notice No. 22/2026-27 dated 25.08.2026 shall stand substituted with the following:

"The PSIC shall be generated and issued within 2 days from the date of inspection. The system shall permit generation and issuance of the PSIC only within the prescribed timeline. The PSIC uploading shall be done from the same geographical location/country where inspection is carried out."

3. All other provisions of Trade Notice No. 22/2026-27 dated 25.08.2026 shall remain unchanged.
