DGFT Launches FLOW Scheme Under Export Promotion Mission (EPM) – NIRYAT DISHA

·         The Directorate General of Foreign Trade, under the Ministry of Commerce and Industry, issued Trade Notice No. 28/2025-26 dated 20 February 2026 launching Facilitating Logistics, Overseas Warehousing & Fulfilment (FLOW) with immediate effect.

Objective

·         To mitigate logistics-related constraints faced by MSMEs in accessing overseas markets.

·         To improve delivery efficiency, reduce logistics costs, and enhance market responsiveness.

·         To support overseas storage, distribution, fulfilment, and customer service infrastructure.

Scope & Coverage

·         Assistance available for:

o    Overseas Warehousing Facilities

o    Overseas Fulfilment Arrangements

o    Display or Market Access Facilities

o    E-Commerce Export Hubs (ECEHs) (as defined under FTP Chapter 9)

·         Covers access to overseas facilities for:

o    Storage and distribution

o    Display and sampling (non-retail)

o    Fulfilment, last-mile delivery, returns management

o    Shared/rental warehousing and cross-border e-commerce models

·         Minimum 20% of annual merchandise volumes under approved projects must be provided to Indian MSMEs.

Eligible Entities

·         Entities incorporated in India, including:

o    Export Promotion Councils (EPCs) and Commodity Boards (Appendix 2T, FTP)

o    Logistics/Warehousing/Fulfilment service providers with international operations

o    Industry associations and exporter clusters

o    Central and State Government organisations

o    Entities recommended by Central/State Government, SEPC or DEPC

Nature of Assistance

·         Eligible expenditure limited to:

o    Lease/rental charges

o    Common facility costs

o    Operational expenses directly linked to the project

·         Capital expenditure excluded.

·         Support available for a maximum of 3 years.

Level of Assistance (Subject to Ceiling)

·         Overseas Warehousing Facility:

o    30% of proposal cost, max ₹10 crore per year

·         Overseas Fulfilment Arrangements:

o    30% of proposal cost, max ₹5 lakh per month

·         Display or Market Access Facilities:

o    30% of proposal cost, max ₹5 crore per year

·         E-Commerce Export Hubs:

o    30% of proposal cost, max ₹10 crore per year

Fund Release Mechanism

·         Released in two or more instalments linked to milestones.

·         First instalment after approval; subsequent instalments based on performance.

·         Submission of utilisation certificates mandatory.

·         Advances refundable with interest if objectives not met.

Governance Structure

·         Oversight by Sub-Committee on Warehousing & Logistics chaired by Additional DGFT (EPM Division).

·         Members include representatives from:

o    DPIIT

o    Ministry of MSME

o    Ministry of External Affairs

o    Ministry of Road Transport & Highways

o    DGCA

o    Container Corporation of India

·         DGFT (HQ) EPM Section responsible for operationalisation and fund disbursement.

·         Indian Missions Abroad may provide advisory inputs and due diligence support.

Application Process

·         Proposals to be submitted online in prescribed format.

·         Must specify objectives, target markets, implementation plan, costs, milestones, and measurable outcomes.

·         Documentation includes project plan, cost break-up, MoUs, warehousing strategy, compliance status, and sustainability plan.

Implementation Mode

·         Operated on a pilot basis for feedback and institutional learning.

·         Stakeholder comments invited within 30 days in line with FTP 2023.

Subject: Launch of Facilitating Logistics, Overseas Warehousing & Fulfilment (FLOW) Under Export Promotion Mission (EPM) – NIRYAT DISHA.

The Support for Facilitating Logistics, Overseas Warehousing & Fulfilment (FLOW) under Export Promotion Mission (EPM) – NIRYAT DISHA is hereby implemented prospectively with immediate effect.

2.   The intervention seeks to mitigate logistics-related constraints faced by MSMEs (involved in international value chains) in accessing overseas markets, and to facilitate improved delivery efficiency, reduced logistics costs and enhanced market responsiveness.

3.   The assistance will support overseas logistics, warehousing, fulfilment and market-facing infrastructure that facilitate delivery and distribution in foreign markets, including creation of, or access to, overseas facilities or arrangements for storage, distribution, display, or fulfilment of goods, in accordance with the conditions prescribed.

4.   The detailed Policy framework is enclosed as Annexure-I. The Operational and Procedural Guidelines is enclosed at Annexure-II. The Governance Structure is enclosed at Annexure-III.

5.   The intervention shall be operationalised on a pilot basis for feedback, institutional learning, and data-driven refinements. The procedure for application is enclosed at Annexure-IV.

7.   The guidelines are further submitted for stakeholder feedback in accordance with Paragraph 1.07A of the Foreign Trade Policy (FTP) 2023. Stakeholders may submit comments and suggestions on the Guidelines within 30 days from the date of issuance of this Trade Notice, through email at epm-dgft@gov.in
