SWIFT 2.0 Replaces SWIFT 1.0 for Single Point Animal, Plant Quarantine and FSSAI Customs Clearance from 1 Dec 2025

The Central Board of Indirect Taxes & Customs (CBIC) has launched SWIFT 2.0, a fully digital Single Window Interface for Facilitating Trade, replacing the earlier document-repository-based SWIFT system. SWIFT 2.0 serves as a single touch point for importers/exporters and all Partner Government Agencies (PGAs) for processing No-Objection Certificates (NOCs) for EXIM consignments.

Key features of SWIFT 2.0

·         Online submission of additional data & documents required for PGA NOCs within the SWIFT platform — no need to visit PGA portals separately

·         Unified dashboard for users to view status, history & queries

·         Real-time SMS/email alerts

·         Online fee payments and digital receipts

·         Scheduling and tracking of visual inspections by PGAs

·         Digital download of NOCs from PGAs

·         Progressive integration of all NOC-issuing PGAs into one system

PGAs onboarded in Phase-I (mandatory from 1 December 2025)

·         AQCS – Animal Quarantine & Certification Services

·         PQMS – Plant Quarantine Management System

·         FSSAI – Food Safety & Standards Authority of India

Each of the above PGAs now has defined data fields and mandatory document codes, provided in Annexure A, B & C respectively. These must be submitted at the time of Bill of Entry filing or via the unified SWIFT 2.0 dashboard.

Instructions to field formations

·         Issue Public/Trade Notices to sensitize stakeholders

·         Ensure accurate filing of data/documents by trade users

·         DG Systems will issue detailed implementation advisory

·         Mandatory filing begins 01 December 2025
