Discontinuation of Anti-Dumping Duty on Imports of Titanium Dioxide from China PR

Ø Titanium Dioxide anti-dumping quashed by Calcutta High Court in Sept 2025 but customs continue to collect it. CBIC tells field formations to desist but no order on refund or compensation on wrongful collection.

1. Reference is invited to the judgment of the Hon’ble High Court of Calcutta dated 22 September 2025 in the matter of India Paint Association vs. Union of India & Others (WPO 148 of 2025), whereby the Hon’ble Court has quashed Notification No. 12/2025-Customs (ADD) dated 10 May 2025 imposing anti-dumping duty on imports of Titanium Dioxide originating in or exported from China PR.

2. In view of the above, all field formations are hereby directed to discontinue the collection of anti-dumping duty on imports of Titanium Dioxide originating in or exported from China PR, with immediate effect.

Reference is invited to order of Hon'ble High Court at Calcutta dated 22nd September 2025 in the matter of lndia Paint Association Versus Union of lndia & Ors (WPO 148 of 2025) wherein the Hon'ble High Court has quashed notification No 12/2025-Customs (ADD) dated 10th May, 2025 levying anti-dumping duty on imports of titanium dioxide originating in or exported from China PR.

2. In view of the above, field formations are directed to stop collecting anti-dumping duty on imports of titanium dioxide originating in, or exported from China PR with immediate effect.
