Export Consignments up to ₹3 Lakh Exempted from Export Promotion RCMC/Registration, Thank you Minister

·         Government has amended Para 2.57 of the Foreign Trade Policy (FTP) 2023 with immediate effect.

·         A new Para 2.57(c) provides that Registration-cum-Membership Certificate (RCMC) or Certificate of Registration is not required for an export consignment where the FOB value does not exceed ₹3,00,000.

·         The exemption applies notwithstanding the existing requirements under Para 2.57(a) and (b).

·         Threshold: FOB value ≤ ₹3 lakh per export consignment.

·         Effective: Immediately.

·         Legal basis: Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with Para 1.02 of FTP 2023.

·         Approval: Issued with the approval of the Minister of Commerce & Industry.

Effect of this Notification

Small exporters will be able to undertake export consignments up to ₹3 lakh FOB without obtaining an RCMC or Certificate of Registration, reducing compliance requirements and facilitating low-value exports.

Effect of the Notification: With an objective to promote small value exports, especially Exports through Postal, Courier and other emerging channels, this notification exempts export consignments with an FOB value not exceeding Rs. 3,00,000 from the requirement of obtaining a RCMC or Certificate of Registration. Export consignments with an FOB value exceeding Rs. 3,00,000 shall continue to require a valid RCMC or Certificate of Registration wherever such requirement is otherwise applicable under the Foreign Trade Policy, 2023.

Subject: De minimis exemption from Registration-cum-Membership Certificate (RCMC) requirements for low-value exports

S.O. (E): In exercise of powers conferred by Section 5 of Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 of the Foreign Trade Policy, 2023, as amended from time to time, the Central Government hereby makes the following amendment to the Foreign Trade Policy, 2023, with immediate effect:

In the Foreign Trade Policy, 2023, in paragraph 2.57, after sub-paragraph (b), the following sub-paragraph shall be inserted, namely :-

(c) Notwithstanding anything contained in sub-paragraphs (a) and (b) above, the requirement of a Registration-cum-Membership Certificate or a Certificate of Registration shall not apply to an export consignment where the Free-on-Board (FOB) value of the consignment does not exceed Rs. 3,00,000.
