MIP Restriction Lifted for Light Weight Breathable Synthetic Knitted Fabrics in 28-48 GSM Range, Industry Lives with Unnecessary Restriction for Six Months before Relaxation

·         Import of Synthetic Knitted Fabrics Falling within the 28 to 48 Grams per Square Meter (GSM) Range Exempted from the MIP Condition

·         The MIP condition on other HS Codes notified under Notification No. 05/2025-26 dated 23.04.2025 shall remain unchanged.

·         Inputs imported by Advance Authorisation holders, Export Oriented Units and units in SEZ shall be exempted from MIP condition subject to condition that the imported inputs are not sold into Domestic Tariff Area (DTA)

·         Import Restriction Continue till 31 March 2026

·         Imports remain “Restricted” for synthetic knitted fabrics under ITC (HS) 60053600.

·         Import is allowed freely (no license required) if CIF ≥ USD 3.5/kg.

·         New Exemption: Fabrics between 28–48 GSM can now be imported freely without complying with the USD 3.5/kg Minimum Import Price (MIP).

·         No change to MIP conditions on other HS codes listed in Notification No. 05/2025-26.

·         Exemptions continue for:

o    Advance Authorisation holders

o    Export Oriented Units (EOUs)

o    SEZ units,
provided imported inputs are not sold in the Domestic Tariff Area (DTA).

Practical Implications:

Importers of lightweight synthetic knitted fabrics (28–48 GSM) gain relief — they can import at any price, not bound by the USD 3.5/kg limit.
Heavier fabrics (outside 28–48 GSM) still need to meet the MIP condition.
The change benefits garment manufacturers using ultra-light fabrics for sportswear, lingerie, and activewear.
Trade facilitation for exporters using such fabrics as inputs.

Effect of this Notification: Import of Synthetic Knitted Fabrics under ITC (HS) Code 60053600 shall remain "Restricted" and subject to MIP condition of USD 3.5/kg, except for fabrics falling within the 28 to 48 grams per square meter (GSM) range.

Subject: Partial amendment in Import Policy Condition of Synthetic Knitted Fabrics Covered under Chapter 60 of the ITC (HS), 2022.

S.O.: In exercise of powers conferred by Section 3 and Secti9n 5 of the Foreign Trade (Development & Regulation) Act, 1992, read with paragraph 1.02 and 2.0 1 of the Foreign Trade Po1icy (FTP), 2023, as amended from time to time, the Central Government had imposed Minimum Import Price (MIP) on certain ITC (HS) Codes of Synthetic Knitted Fabrics vide Notification No. 77/2023 dated 16.03.2024 , Notification No. 33/2024-25 dated 01.10.2024, Notification No. 49/2024-25 dated 04.01.2025 and Notification No. 05/2025-26 dated 23 .04.2025.

2.Now in partial modification in Notification No 5/2025-26 dated 23.04.2025 , it has been decided by the Central Government to revise import policy  of ITC (HS) Code 60053600 as under:

3. The MIP condition on other HS Codes notified under Notification No. 05/2025-26 dated 23.04.2025 shall remain unchanged. Further inputs imported by Advance Authorisation holders, Export Oriented Units and units in SEZ shall be exempted from MIP condition subject to condition that the imported inputs are not sold into Domestic Tariff Area (DTA).

This issues with the approval of the Minister of Commerce & Industry.
