25 Lakh Tonnes of Wheat Export Quota Opened as One Time Measure, Warehouses Overflow with 182 Lakh Tonnes – Quota too Little, too Late

·         No Market for Indian Wheat as Price $30 is above International Price

·         Over Procurement and Bad Export Policy Created the Problems

Wheat Export Policy: Limited Relaxation While Prohibition Continues

1.    Export Status Unchanged: Export of wheat under HS Codes 10011900 and 10019910 continues to remain “Prohibited.”

2.    Limited Quantity Permitted: The Government has allowed export of 25 Lakh Metric Tonnes (LMT) of wheat as a one-time permitted quantity.

3.    Separate Modalities to Follow: Detailed procedures, allocation mechanism, and conditions for export of the 25 LMT will be notified separately through a Public Notice.

4.    Existing Policy Condition Continues: The provisions of DGFT Notification No. 06/2015-2020 remain applicable.

5.    Exports Beyond 25 LMT Possible: Additional exports may be permitted over and above 25 LMT, subject to:

o    Specific permission by the Government of India, and

o    Requests from foreign governments to meet their food security needs.

Conclusion: Wheat exports remain broadly prohibited, with limited and conditional relaxations for specified quantities and government-approved food security requests.

Effect of this Notification: The export policy of Wheat under the HS Codes 10011900 and 1001991O continues to remain "Prohibited". However, export of 25 Lakh Metric Tonnes (LMT) of Wheat is permitted and the detailed modalities for this purpose shall be notified via separate Public Notice. Furthermore, the existing policy condition mentioned in DGFT Notification No. 06/2015-2020 dated May 13, 2022 continues to apply, wherein export shall also be allowed on the basis of permission granted by the Government of India to other countries to meet their food security needs and based on the request of their governments, over and above the said permitted amount of 25 LMT of Wheat.

S.O. (E) - In exercise of powers conferred by Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992 (No. 22 of 1992) as amended, read with Para 1.02 and Para 2.01 of the Foreign Trade Policy, 2023, the Central Government hereby makes the following amendment to the Export Policy of Wheat under Chapter 1O of Schedule 2 of the ITC (HS) Export Policy:
