Instructions on Disposal of Packing Materials from CFSs
The
following Public Notice was issued by the Commissioner of Customs (Export)
Jawaharlal Nehru Customs House on 11th May 2011.

Sub: Procedure
for disposal/removal of packing material, nylon/metal strips, wooden plastic
pallets/material from CFSs.
Attention of
the Members of Trade and Industry, including all persons responsible for
receipt, storage, delivery, dispatch or otherwise handling of imported goods
and export goods in any capacity in a Customs area is invited to the ‘Handling
of Cargo in Customs Areas Regulations, 2009.
2. An issue has been raised by some CFSs
regarding the procedure for removal/disposal of unserviceable packing material,
nylon/metal strips, wooden/plastic pallets, wooden packing materials etc.,
which are left behind by importers and exporters by CFS.
3 For streamlining and brining uniformity in
functioning of all the CFSs, the following procedure has been devised for
removals/disposals of such materials:
i. In
every case of removal of such type of cargo, the respective CFS will make an
application to their AC/DC Docks (Exports) who in turn ascertain that the goods
are unserviceable packing materials, nylon/metal strips, wooden/plastic
pallets, wooden packing materials left by importers and exports.
ii. The concerned AC/DC Docks (Exports) will give
necessary permission to the CFS on case to case basis for the said removal
subject to NOC from Competent Regulatory Authority viz. Pollution Control
Board, Plant Quarantine Officials etc. wherever necessary.
iii. On receipt of the permission of
AC/DC Docks (Import), the gate PO will allow the goods after proper checks and
verifications.
4. Any difficulties faced in this regard may be
brought to the notice of undersigned immediately.
