Green Dot for Veg and Red or Brown Dot for Non-Veg Symbols for Cosmetics & Toiletries Must under LM Packaged Commodities Rules 2011

Ø Rule 6: Declarations to be made on every package

Amended Sub-Rule (4A)

(4A) Nothing in this rule shall preclude a manufacturer or packer or importer to declare the following on the package, in addition to the mandatory declarations-

(a) Barcode or GTIN or QR Code;

(b) ‘e-code’ for net quantity assurance of the commodity and other required declarations, after obtaining the same in the manner as specified by the Central Government;

(c) logos of Government schemes, such as Swatch Bharat Mission, where such use is authorised by the Central Government.

(d) in the case of soap, shampoo, tooth paste, other cosmetics and toiletries, a red or, as the case may be, a brown dot for products of non-vegetarian origin and a green dot for products of vegetarian origin, at the top of the principal display panel.

Ø Omitted Sub-Rule 6(8): Every package containing soap, shampoos, tooth pastes and other cosmetics and toiletries shall bear at the top of its principal display panel a red or as the case may be, brown dot for products of non-vegetarian origin and a green dot products of vegetarian origin.

Manufacturers, packers and importers of covered cosmetics and toiletries will have to comply with the prescribed vegetarian/non-vegetarian origin symbols on packaged products from the date the amendment is published in the Official Gazette.

1. Notification: Central Government issued G.S.R. 826(E) amending the Legal Metrology (Packaged Commodities) Rules, 2011.

2. Effective date: The Legal Metrology (Packaged Commodities) Fourth Amendment Rules, 2026 will come into force from the date of publication in the Official Gazette.

3. New labelling requirement: Rule 6(4A) is amended by inserting clause (d) covering:

o Soap

o Shampoo

o Toothpaste

o Other cosmetics

o Toiletries

4. Non-vegetarian-origin products: Such products must display a red or brown dot.

5. Vegetarian-origin products: Such products must display a green dot.

6. Location of symbol: The relevant dot must be displayed at the top of the principal display panel of the package.

7. Deletion of provision: Rule 6(8) of the Legal Metrology (Packaged Commodities) Rules, 2011 has been omitted.

[DCA Notification G.S.R. 826(E). dated 21 September, 2026]

G.S.R. 826(E).— In exercise of the powers conferred by sub-section (1) read with clauses (j) and (q) of sub-section (2) of section 52 of the Legal Metrology Act, 2009 (1 of 2010), the Central Government hereby makes the following rules further to amend the Legal Metrology (Packaged Commodities) Rules, 2011, namely:––

1. Short title and commencement.–– (1) These rules may be called the Legal Metrology (Packaged Commodities) Fourth Amendment Rules, 2026.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. In the Legal Metrology (Packaged Commodities) Rules, 2011, in rule 6,––

(i) in sub-rule (4A), after clause (c), the following clause shall be inserted, namely:––

“(d) in the case of soap, shampoo, tooth paste, other cosmetics and toiletries, a red or, as the case may be, a brown dot for products of non-vegetarian origin and a green dot for products of vegetarian origin, at the top of the principal display panel.”;

(ii) sub-rule (8) shall be omitted.
