Mandatory Country-of-Origin Filter for Imported Products on E-Commerce Platforms from July 2027

1.    Legal Basis:
Issued under Section 52 of the Legal Metrology Act, 2009.

2.    Amendment Title:
Named as the Legal Metrology (Packaged Commodities) Second Amendment Rules, 2026.

3.    Effective Date:
Comes into force on 1st July 2027.

4.    Scope of Amendment:
Amends Rule 6 of the Legal Metrology (Packaged Commodities) Rules, 2011.

5.    Key Change (Sub-rule 10A):
Substitutes existing provision with a new requirement for e-commerce entities.

6.    Obligation on E-commerce Platforms:
Must ensure that all imported products listed online include:

o    A country of origin disclosure

o    Presented as a searchable and sortable filter

7.    Objective:
Enhances consumer awareness and transparency regarding the origin of imported goods.

8.    Compliance Responsibility:
Lies specifically with e-commerce entities offering imported products for sale.

9.    Practical Impact:

o    Consumers can easily filter products by country of origin

o    Platforms need UI/UX and backend changes to enable filtering functionality

10.  Policy Significance:
Strengthens India’s push towards informed consumer choice and aligns with broader transparency measures in digital commerce.

[DCA Notification G.S.R. 312(E) dated 27 April, 2026]

G.S.R. 312(E).— In exercise of the powers conferred by sub-section (1) read with clauses (j) and (q) of sub-section (2) of section 52 of the Legal Metrology Act, 2009 (1 of 2010), the Central Government hereby makes the following rules further to amend the Legal Metrology (Packaged Commodities) Rules, 2011, namely:-

1. Short title and commencement.- (1) These rules may be called the Legal Metrology (Packaged Commodities) Second Amendment Rules, 2026.

(2) They shall come into force on the 1st day of July, 2027.

2. In the Legal Metrology (Packaged Commodities) Rules, 2011, in rule 6 for sub-rule (10A), the following sub-rule shall be substituted, namely:-

“(10A) Every e-commerce entity offering for sale any imported product shall, with effect from the 1st day of July, 2027, ensure that the product listing of such imported product contains a searchable and sortable filter specifying the country of origin.”.

“(10A) Every e-commerce entity selling imported products shall provide the product listings of such imported products in a searchable and sortable filter specifying the country of origin.”.
