DGTR Initiates Anti-Dumping Investigation on Chinese Tackifier Resin for Rubber Compounds on Complaint of SI Group India Private Limited and Finorchem Limited

· Investigation Triggered: The Directorate General of Trade Remedies (DGTR) has initiated an anti-dumping investigation regarding imports of "Para-tert-Octyl Phenol (PTOP) Formaldehyde Tackifier Resin" originating in or exported from China PR.

· The Applicants: The application was jointly filed by SI Group India Private Limited and Finorchem Limited. Their collective output constitutes a major proportion of total Indian production.

· Product Under Consideration (PUC): The scope covers PTOP Formaldehyde Tackifier Resin, a thermoplastic phenolic resin (CAS No. 26678-93-3) supplied as pastilles, flakes, pellets, granules, or lumps. It is primarily used as a tackifier in rubber compounds for tyre manufacturing, conveyor belts, and hoses. It is classifiable under customs tariff items 3909 40 20, 3909 40 30, and 3909 40 90.

· Alleged Injury Indicators: The applicants claim that dumped Chinese imports are undercutting domestic prices. This has forced domestic selling prices down below production costs, leading to increased inventories and negative returns/cash losses during the Period of Investigation (POI).

· Investigation Timeline: The Designated Authority has set the POI from 1st April 2025 to 31st March 2026 (12 months). The broader injury analysis spans back through the financial years 2022-23, 2023-24, and 2024-25.

· Critical Submission Deadlines:

o Comments on the scope of the PUC or Product Control Number (PCN) methodology must be submitted within 15 days.

o Both confidential (CV) and non-confidential versions (NCV) of questionnaire responses must be uploaded via the digital SETU Portal (Case ID: AD/OI/049/2026) within 37 days from the transmission date of the intimation letters.
