DGTR Initiates Anti-dumping Investigation on Belting Fabric from China on SRF Complaint

[DGTR Initiation Notification Case No. AD (OI) – 44/2025 dated 27.09.2025]

Purpose of the Notification

·         DGTR has initiated an anti-dumping investigation into imports of Belting Fabric made of 80% or more polyester or nylon from China PR.

·         The petition was filed by SRF Limited, supported by other Indian producers, alleging injury due to dumped imports.

Product Under Consideration (PUC)

·         Included:

o    Belting Fabric made of ≥80% polyester or nylon in any combination

o    Also known as Rubberized Textile Fabric (RTF) or Conveyor Belt Fabric (CBF)

·         Excluded:

o    Chafer fabric

·         Classification: Falls under HS code 5906 99 90, though not dedicated.

·         Supported by Grabtech Fabrics LLP, Madura Industrial Textile, and Sanreha Technical Textiles Ltd.

·         Applicant claims no affiliation with Chinese exporters or importers.

Basis of Dumping Allegation

·         Normal Value: Estimated using Indian production costs due to China PR being treated as a non-market economy.

·         Export Price: Based on CIF prices from DG Systems data, adjusted for logistics and financial costs.

·         Dumping Margin: Preliminary evidence shows significant dumping margins above de minimis levels.

Injury to Domestic Industry

·         Imports have increased in absolute terms.

·         Domestic industry faces:

o    Price undercutting

o    Price depression

o    Decline in profitability and return on capital employed

Period of Investigation (POI)

·         POI: April 1, 2024 – March 31, 2025

·         Injury Analysis: Covers April 2021 – March 2025
