DGTR Initiates
Anti-dumping Investigation on PCB Tools such as PCB Drills and Routers from
China on Complaint of Sole Producer for Domestic Market Ind-Sphinx Precision

The
product under consideration in the present application is "Printed Circuit
Board (*PCB") tools" namely PCB drill and PCB router. PCB drill and
PCB router are also known as PCB drill bits and PCB router bits respectively.

The
Directorate General of Trade Remedies (DGTR), Ministry of Commerce &
Industry, has initiated an anti-dumping
investigation on imports of Printed Circuit Board (PCB) tools (PCB
drills and PCB routers with 3.175 mm shank diameter) from China PR following a
petition by Ind-Sphinx
Precision Limited.

Product under consideration (PUC): PCB drills and
routers, classified under tariff items 82075000, 82077090, 82079090.
·
Domestic industry: Ind-Sphinx Precision Ltd (major
producer). Another producer, CTC India Pvt. Ltd., is primarily export-oriented.
·
Period of investigation (POI): April 1, 2024 – March
31, 2025. Injury investigation covers April 2021 – March 2025.

Dumping allegation: Imports from China PR are at dumped
prices, below domestic prices, causing injury. Normal value was constructed
based on Indian costs (as China PR is treated as a non-market economy). Import
prices were taken from DG Systems data. Prima facie dumping margins are above
de minimis levels.

Injury claims:
o Significant and rising
imports from China PR.
o Market share of Indian
producers remains low despite capacity.
o Underutilized capacity,
financial losses (except in base year).
o Price undercutting and
underselling by imports.
o Evidence of material
injury due to dumped imports.

Decision: DGTR has found prima facie evidence of
dumping and injury, and has initiated
investigation to determine existence, degree, and effect of
dumping, and whether anti-dumping duty should be imposed.

Procedure: Interested parties (exporters, importers,
users, Chinese govt.) may submit comments, data, or objections within 30 days. Confidential
and non-confidential versions must be filed as per AD Rules.
