90 Electrical Appliances Under Revised QCO Order from 1 Oct

·         Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026 with 90 Items Notified to Supersedes May 2025 Order

Ø  Dishwashers, Ovens, Cooking Ranges Among 90 Household, Commercial Electrical Appliances under Compulsory IS 302 BIS Certification to Curb Chinese Import

Ø  Restriction to Apply on both Imports and Domestic Industry, Exports Exempted

Ø  Measure will come into force from 1 Oct 2026, Date Extended for SME and Micro Enterprises

Ø  Apply to All electrical appliance intended for household, commercial or similar application with rated voltage not exceeding 250 V for single-phase appliances and 480 V for other appliances including direct current supplied appliances and battery operated appliances.

BIS QCO 2026: Mandatory Certification for Household & Commercial Electrical Appliances from Oct 1, 2026

·         New Order Issued:
Government notified Safety of Household, Commercial and Similar Electrical Appliances (QCO), 2026, superseding 2025 order.

·         Applicability:
Covers all electrical appliances for household/commercial use:

o    Up to 250V (single-phase)

o    Up to 480V (other, incl. DC & battery-operated)

·         Exclusions:

o    Products already covered under other QCOs

o    Items under mandatory BIS certification via other laws

·         Effective Date:

o    1 October 2026 (general implementation)

·         Mandatory BIS Certification:

o    Products must conform to IS 302 (Part 1): 2024 / IEC 60335-1: 2020

o    Must carry BIS Standard Mark under Scheme-I

·         Large Coverage (90 Product Categories):
Includes:

o    Kitchen appliances (ovens, juicers, grinders)

o    Cleaning devices (vacuum cleaners, dishwashers)

o    Personal care (shavers, massagers)

o    Heating devices, air purifiers, humidifiers

o    Commercial kitchen equipment

o    Battery-operated/DC appliances

·         Exemption for Exports:

o    Domestic products manufactured only for export are exempt

·         MSME Relaxation:

o    Small enterprises: compliance from 1 Jan 2027

o    Micro enterprises: compliance from 1 Apr 2027

·         R&D Exemption:

o    Up to 200 units/year can be imported for R&D

o    Not for commercial sale; must be scrapped after use

·         Stock Clearance Provision:

o    Pre-implementation stock can be sold for 6 months

o    Subject to declaration to BIS

·         Authority:

o    Bureau of Indian Standards (BIS) is certification & enforcement authority

·         Penalty:

o    Non-compliance punishable under BIS Act, 2016

[DPIIT Order S.O. 1739(E) dated 6 April, 2026]

S.O. 1739(E).— In exercise of the powers conferred by section 16 of the Bureau of Indian Standards Act, 2016 (11 of 2016) and in supersession of the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2025, except as respects things done or omitted to be done before such supersession, the Central Government is of the opinion that it is necessary or expedient so to do in the public interest after consulting the Bureau, hereby makes the following order, namely:-

1. Short title, application and commencement. - (1) This order may be called the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026.

(2) It shall apply to all electrical appliance intended for household, commercial or similar application with rated voltage not exceeding 250 V for single-phase appliances and 480 V for other appliances including direct current supplied appliances and battery-operated appliances.

(3) It shall not apply to electrical appliances which fall under the scope of any other Quality Control Order issued by the said Act or notified for mandatory Bureau of Indian Standard certification under any other Act.

(4) It shall come into force on the 1st of October, 2026.

2. Compulsory use of Standard Mark. - Goods or articles specified in column (2) of the Table shall conform to the corresponding entry specified in column (3) of the Table and shall bear the Standard Mark under a licence from the Bureau as per Scheme-1 of Schedule-II of the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018:

Provided that nothing in this order shall apply to goods or articles manufactured domestically for export:

Provided further that small enterprises and micro enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006) shall conform to such Indian Standards from the date specified in the corresponding entry specified in columns (6) and (7) of the Table respectively:

Provided also that nothing in this order shall apply for two hundred numbers of goods or articles imported for the purpose of research and development by manufacturers of household and similar electrical appliances per year with the condition that such imported goods and articles shall not be sold commercially and may be disposed of as a scrap and the manufacturers shall maintain a year-wise record of the goods or articles and furnish the same, if so desired to the Central Government:

Provided also that nothing in this order shall apply to goods or articles domestically manufactured or imported before the date of implementation as mentioned in the Table by the manufacturer certified by the Bureau or manufacturer who has applied to the Bureau for certification of the relevant goods and articles and such manufacturer shall be permitted to sell or display or offer to sell such declared stock upto six months from the date of implementation as mentioned in the Table, subject to the condition that such manufacturer shall made a declaration to this effect to the Bureau.

3. Certification and enforcement authority. - The Bureau shall be the certifying and enforcing authority for the goods or articles specified in column (2) of the said Table.

4. Penalty for Contravention. -Any person who contravenes the provisions of this order shall be punishable under the provisions of the Bureau of Indian Standards Act, 2016.
