Draft Telecom Rules 2026: Government Proposes New Framework for Administrative Spectrum Assignment

Ø  Telecommunications (Spectrum Assignment by Administrative Process) Rules, 2026

[DoT Notification G.S.R. 494(E) dated 17 June, 2026]

·         Ministry of Communications released draft Telecommunication (Administrative Assignment of Spectrum) Rules, 2026.

·         Rules are framed under the Telecommunications Act, 2023.

·         Public can submit objections and suggestions within 30 days of the notification.

·         Establishes eligibility, application process, spectrum charges, and conditions for administrative spectrum assignment.

·         Spectrum allocation will depend on availability, security clearance, and government approval.

·         Applicants must pay a ₹1,000 non-refundable application fee and submit required technical and operational details.

·         Rules specify provisions for renewal, surrender, modification, and cancellation of spectrum assignments.

·         Digital portal will be used for applications, approvals, reporting, and implementation.

·         Spectrum may be assigned for sectors including defence, law enforcement, disaster management, broadcasting, transport, scientific research, weather services, and public safety.
