India and Japan Launch Operational Manual for Joint Crediting Mechanism

·         On 30 September 2026, Japan’s Ambassador to India, Keiichi Ono, and then MoEFCC Secretary Tanmay Kumar launched the India–Japan Joint Crediting Mechanism (JCM) Operational Manual in New Delhi.

·         The JCM aims to promote advanced low-carbon technologies, mobilize climate finance and support technology cooperation in India.

·         It is intended to enable high-integrity emissions reductions and removals, contribute to India’s sustainable development and strengthen transparency in international carbon markets.

·         The launch advances bilateral cooperation under Article 6.2 of the Paris Agreement.

·         It follows the countries’ Memorandum of Cooperation, signed on 7 August 2025, and adoption of the Rule of Implementation on 8 June 2026.

·         The manual sets out procedures for the full project cycle, from submitting a Project Idea Note to issuing and authorizing JCM credits.

On 30th September, 2026, Ambassador of Japan to India, H.E. Mr. Keiichi Ono and the then Secretary (MoEFCC), Tanmay Kumar, jointly launched the Operational Manual for the India–Japan Joint Crediting Mechanism (JCM), in New Delhi.

The Joint Crediting Mechanism between India and Japan aims to promote the deployment of advanced low-carbon technologies, mobilize climate finance, facilitate technology cooperation and support high-integrity emission reductions and removals in India. The mechanism will contribute to sustainable development in India while strengthening confidence and transparency in international carbon markets.

The launch of the Manual marks a significant milestone in operationalizing bilateral cooperation between India and Japan under Article 6.2 of the Paris Agreement, following the signing of Memorandum of Cooperation (MoC) on 7th August 2025 and adoption of the Rule of Implementation (RoI) on 8th June 2026.

The development signals a transition from institutional preparation to implementation and establishes a clear, transparent and comprehensive procedural framework for implementing activities under India-Japan JCM. The manual provides detailed procedures covering the entire project cycle—from the submission of a Project Idea Note to the issuance and authorization of JCM credits.
