DGTR Recommends Anti-Dumping Duty on Methyl Acetoacetate from China

1.    Product Under Investigation:
The Directorate General of Trade Remedies (DGTR) has completed an anti-dumping investigation concerning imports of Methyl Acetoacetate originating in or exported from China PR.

2.    Domestic Industry & Applicant:
The application was filed by Laxmi Organic Industries Ltd., representing the domestic industry producing Methyl Acetoacetate.

3.    Period of Investigation (POI):
The investigation covered a specified recent financial period to assess dumping, injury, and causal link.

4.    Findings of Dumping:
DGTR concluded that Methyl Acetoacetate was exported to India from China PR at dumped prices, i.e., below normal value.

5.    Injury to Domestic Industry:
The investigation found material injury to the Indian domestic industry in terms of:

o    Price undercutting

o    Price suppression

o    Decline in profitability

o    Adverse impact on production and capacity utilization

6.    Causal Link Established:
DGTR determined a direct causal relationship between dumped imports and the injury suffered by the domestic industry.

7.    Recommendation:
The Authority has recommended imposition of anti-dumping duty on imports of Methyl Acetoacetate from China PR to protect the domestic industry.

8.    Objective of the Measure:
The proposed duty aims to:

o    Restore fair trade conditions

o    Prevent further injury

o    Ensure a level playing field for Indian manufacturers
