Marking another significant step towards strengthening India's semiconductor and electronics ecosystem, Union Minister for Railways, Information & Broadcasting, and Electronics & Information Technology, Ashwini Vaishnaw launched “Semicon 2.0 – Web Application Portal under the Semicon India Programme” for Pillars 2, 3 and 4, followed by the announcement of 12 Approved Applicants under the Electronics Components Manufacturing Scheme (ECMS) on 6 November, 2026.

Government of India has been undertaking concerted efforts towards the establishment of a robust and resilient semiconductor ecosystem in the country through various strategic initiatives and policy interventions.

Within a span of few years from its establishment, ISM has catalysed the growth of India’s semiconductor ecosystem, with successful implementation of the first phase of Semicon India Programme (Semicon 1.0), 12 projects were approved across six states, with cumulative investment of over Rs.1.64 lakh crore. Out of twelve, 05 projects have already commenced commercial production as of October 2026.

Also, 105 startups have been provided access to EDA tools, 24 startups are supported through funding, and 15 startups having received venture capital funding. 332 institutions provided with EDA tools under the Chips to Startup (C2S) Programme, with approx. 70,000 students trained so far frame it well.

Union Cabinet has approved Semicon 2.0 with a fiscal outlay of ₹1,27,500 crore under the India Semiconductor Mission (ISM). Marking the next phase of India's semiconductor journey, Semicon 2.0 is focused on six strategic pillars:

·         Pillar 1: Design of Chips

·         Pillar 2: Machines and Materials

·         Pillar 3: Setting up More Fabs

·         Pillar 4: Further Strengthening the ATMP/OSAT Industry

·         Pillar 5: Research & Development

·         Pillar 6: Talent Development

With the launch of the Semicon 2.0 Web Application Portal, applications are now live for Pillar 2, 3 & 4.

Addressing the gathering, Union Minister for Electronics and Information Technology, Railways and Information & Broadcasting, Shri Ashwini Vaishnaw, said that India’s electronics manufacturing journey has moved beyond assembly towards the development of a comprehensive domestic value chain encompassing modules, components, materials and advanced technologies. He highlighted the growing capabilities in battery cells, copper foils, copper-clad laminates and high-end printed circuit boards, noting that government initiatives are strengthening domestic supply chains and creating opportunities for MSMEs, with nearly 50% of the units approved under the scheme belonging to the MSME sector. He emphasised that Semicon India 2.0 would focus on building a robust semiconductor ecosystem, particularly in equipment, materials, chemicals and gases, with a target of attracting at least three major equipment manufacturers and five chemicals and gases companies to India. Calling for rigorous selection of projects, he stressed that quality, technological depth, R&D and global competitiveness must guide the country’s semiconductor ambitions, in line with the vision of Atmanirbhar Bharat. He also urged industry stakeholders to collaborate, share expertise and pursue continuous improvement to establish India as a globally competitive electronics and semiconductor manufacturing hub.

In continuation to the approvals of 106 applications involving investment of Rs 69,548 crore announced earlier, Ministry of Electronics and Information Technology (MeitY) has further approved 12 applications under the Electronics Component Manufacturing Scheme (ECMS), with projected investment of Rs 7,503 crore.
