paper on the proposed amendments to 'The Standards of Quality of Service of
Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service
Regulations, 2024'.

Draft Amendment Published: TRAI has placed the
draft notification titled 'The
Standards of Quality of Service of Access (Wireline and Wireless) and Broadband
(Wireline and Wireless) Service (First Amendment) Regulations, 2026'
in the public domain for stakeholder consultation.

Objective: The proposed amendments aim to strengthen
the Quality of Service (QoS) framework based on implementation experience,
stakeholder feedback, technological advancements, and rising consumer
expectations for reliable digital connectivity.

Background: TRAI had comprehensively reviewed the
earlier QoS framework and notified the consolidated Quality of Service Regulations, 2024
on 2 August 2024.

Effective Date: The 2024 QoS Regulations came into force on 1 October 2024.

Key Features of Existing Regulations: The current framework
provides:
o Technology-agnostic
performance standards for access and broadband services.
o Strengthened Quality of
Service reporting mechanisms.
o Enhanced transparency
and consumer-centric measures.

Need for Amendments: During implementation,
TRAI identified issues requiring refinement through:
o Practical
implementation experience.
o Feedback from
stakeholders.
o Evolving
telecommunications technologies.
o Increasing demand for
high-quality and reliable digital services.

Stakeholder Consultation: TRAI has invited comments and counter-comments
from stakeholders on the proposed amendments.

Availability: The consultation paper and draft
amendment regulations have been published on TRAI's official website for public
consultation.

Expected Outcome: The amendments are intended to make the
QoS framework more effective, responsive to technological changes, and better
aligned with consumer expectations for telecom and broadband services.
The
Telecom Regulatory Authority of India (TRAI) on 5 August, 2026 issued the consultation
paper on draft amendments proposed in ‘The Standards of Quality of Service of Access
(Wireline and Wireless) and Broadband (Wireline and Wireless) Service Regulations,
2024’ seeking comments and counter comments of stakeholders.
In
August, 2024, TRAI comprehensively reviewed the earlier QoS framework and notified
consolidated regulation ‘The Standards of Quality of Service of Access (Wireline
and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024’ on
2nd August 2024. The Regulations provide an updated QoS framework for monitoring
the quality of access and broadband services through technology-agnostic performance
standards, strengthened reporting mechanisms, and measures to enhance transparency
to the consumers. The regulation came into force on 1st October 2024.
Based
on the experience gained during the implementation of the Regulations, feedback
received from stakeholders, evolving technological developments and the increasing
consumer expectation for reliable and high-quality digital connectivity, it is considered
necessary to address the issues identified during implementation and further enhance
the effectiveness of the Quality of Service framework. Accordingly, it is proposed
to amend certain provisions of ‘The Standards of Quality of Service of Access (Wireline
and Wireless) and Broadband (Wireline and Wireless) Service Regulations, 2024’.
The
consultation paper with draft notification ‘The Standards of Quality of Service
of Access (Wireline and Wireless) and Broadband (Wireline and Wireless) Service
(First Amendment) Regulations, 2026’ has been placed on TRAIs website www.trai.gov.in,
seeking comments and counter-comments from the stakeholders.
The
written comments on the amendment proposed in the draft notification or any other
relevant provisions of the regulations, and counter comments, if any, may be sent
preferably by mail to adv-qos1@trai.gov.in, by 26th August 2026, and 7th September 2026, respectively.
