Trump Tariff Refund Worksheet Finalised

Customs
and Border Protection is moving to formalize the worksheet behind its tariff
refund system, putting on the record the scale of the IEEPA tariff unwind and
the court pressure still driving the agency’s rollout.
In
a Federal Register notice scheduled for today, CBP said tariffs collected under
International Emergency Economic Powers Act from February 3, 2025, through
February 24, 2026 total an estimated $166 billion and cover more than 53
million entry summaries, volumes the agency said it cannot process “in a timely
or efficient manner” through its prior entry-by-entry refund method.
The
notice says the Court of International Trade gave CBP time to build an
automated process, but is “closely monitoring” the agency’s progress and can
lift the current suspension of immediate compliance at any time.
The
filing seeks comment on an extension of the information collection for the
“Court-Ordered Refunds under the International Emergency Economic Powers Act
Worksheet,” which supports Consolidated Administration and Processing of
Entries system.
CBP
said the ACE-based system is designed to let importers consolidate multiple
entry summaries into a single declaration and payment while allowing the agency
to isolate high-risk claims and preserve collection of other duties, taxes and
fees, including AD/CVD and Section 232 tariffs.
The agency also said refunds are electronic only through ACH and that it is holding refunds for filers without ACH information on file in ACE.
