Türkiye Launches Safeguard Probe on PET Resin Imports, Proposes USD 100/Ton Provisional Duty

Türkiye has initiated a safeguard investigation into imports of polyethylene terephthalate (PET) resin, effective 31 December 2025, following a petition by the domestic industry citing serious injury from surging imports. The product under review is PET resin with viscosity of 78 ml/g or higher (HS 3907.61).

Preliminary findings show a recent, sharp increase in imports—particularly in 2024 and 2025—alongside falling import prices, largely attributed to global excess capacity and trade diversion from East Asia after multiple anti-dumping actions by other countries. While domestic production and capacity utilization rose, key indicators such as domestic sales, inventories, productivity, and profitability deteriorated, with the domestic producer incurring losses since 2023.

Based on these findings, Türkiye has notified the WTO of its intention to impose a provisional safeguard measure in the form of an additional specific duty of USD 100 per ton for up to 200 days, starting from 31 December 2025. Imports from developing countries accounting for less than 3% of total imports are excluded from the measure.
