USTR Announces Fiscal Year 2027 WTO Tariff-Rate Quota Allocations for Raw Cane Sugar

· U.S. Trade Representative (USTR) announced country-specific allocations of the WTO tariff-rate quota (TRQ) for imported raw cane sugar for Fiscal Year 2027 (Oct 1, 2026 – Sept 30, 2027).

TRQ Mechanism

· TRQs allow specified quantities of imports at low tariffs; imports above quota face higher tariffs.

· FY 2027 in-quota quantity: 1,117,195 metric tons raw value (MTRV) – minimum WTO commitment.

Allocations

· On July 24, 2026, USTR allocated 1,061,202 MTRV.

· Remaining 55,993 MTRV now allocated to additional countries.

· Allocations conditioned on verification of origin; imports must be accompanied by certificates of quota eligibility.

Implementation

· In-quota quantities may enter the U.S. starting October 1, 2026.

· Conversion factor: 1 metric ton = 1.10231125 short tons.

The Office of the U.S. Trade Representative (USTR) on 23 September, 2026 announced country-specific in-quota allocations of the tariff-rate quota (TRQ) for imported raw cane sugar for Fiscal Year (FY) 2027 (October 1, 2026 through September 30, 2027).

TRQs allow countries to export specified quantities of a product to the United States at a relatively low tariff, but subject all imports of the product above a pre-determined threshold to a higher tariff.

On July 14 2026, the Administrator of the Foreign Agricultural Service of the U.S. Department of Agriculture announced the establishment of the in-quota quantity for raw cane sugar for FY 2027. The in-quota quantity for the TRQ on raw cane sugar for FY 2027 is 1,117,195 metric tons raw value (MTRV), which is the minimum amount to which the United States is committed under the World Trade Organization (WTO) Agreement. On July 24, 2026, USTR provided notice of country-by-country allocations for 1,061,202 MTRV of the FY 2027 in-quota quantity of the WTO TRQ for imported raw cane sugar. See 91 FR 46822. The U.S. Trade Representative is allocating the remaining quantity of 55,993 MTRV to the following countries in the amounts specified below.

The allocations of the raw cane sugar WTO TRQ to countries that are net importers of sugar are conditioned on receipt of the appropriate verifications of origin. Certificates of quota eligibility must accompany imports from any country for which an allocation has been provided.

In-quota quantities of the FY 2027 TRQ for imported raw cane sugar may enter the United States as of October 1, 2026.
