Actions of 29 Countries Reviewed
The WTO Committee on Anti-Dumping Practices
met on 29 October 2025 to review members latest notifications of
anti-dumping laws, regulations, and actions.

Legislative Reviews:
The Committee examined new legislative notifications from Argentina,
Iceland, Nepal, Sri Lanka, Türkiye, the United States, and Viet Nam, and
continued reviewing those of the European Union, Liberia, Saint Kitts and
Nevis, and the Solomon Islands.

Semi-Annual Reports:
Delegations discussed and questioned each others investigation practices
and imposition of measures, based on semi-annual reports from Australia,
Brazil, Canada, China, the EU, India, Indonesia, Korea, Mexico, South Africa,
Türkiye, Ukraine, the UK, and the US, among others.

47 members reported taking anti-dumping
actions between 1 January 30 June 2025.
o
12 members reported no new actions.
o
47 members submitted one-time
notifications confirming they have no competent anti-dumping authority
or actions to date.

Ad Hoc Notifications:
The Committee also reviewed ad hoc notifications from 27 members,
including Argentina, Australia, China, the EU, India, Japan, Korea, Mexico,
South Africa, the UK, the US, and others.

Concerns were raised
regarding a U.S. anti-dumping action.
o
The Chair, Mr. Hirokazu Watanabe (Japan),
urged members to submit ad hoc notifications promptly and continue using
the online anti-dumping portal.

Committee Business:
The Committee adopted its annual report and its report to the Council
for Trade in Goods (CTG) on improving notification compliance. It also approved
the 2026 spring and autumn meeting dates.
The
WTO's Committee on Anti-Dumping Practices met on 29 October 2025 to review members'
latest notifications of new, amended or previously reviewed anti-dumping laws and
regulations as well as reports on anti-dumping actions.
The
Committee reviewed new notifications of legislation submitted by Argentina, Iceland,
Nepal, Sri Lanka, Türkiye, the United States and Viet Nam. It continued its review
of the legislative notifications of the European Union, Liberia, Saint Kitts and
Nevis, and the Solomon Islands.
In
reviewing semi-annual notifications on anti-dumping actions, delegations questioned
and discussed the practices of other members, including in relation to the initiation
of investigations, the imposition of provisional and final anti-dumping measures,
and the review of existing anti-dumping measures. Delegations questioned and discussed
actions contained in the semi-annual reports submitted by Australia, Brazil, Canada,
China, the European Union, India, Indonesia, the Republic of Korea, Mexico, South
Africa, Türkiye, Ukraine, the United Kingdom and the United States.
In
respect of the semi-annual reports covering the period 1 January - 30 June 2025,
47 members notified the Committee of anti-dumping actions taken in this period,
while 12 reported no new anti-dumping actions over this period. In addition, 47
members submitted one-time notifications indicating they have not established an
authority competent to initiate and conduct an investigation and have not, to date,
taken any anti-dumping actions.
Mr
Hirokazu Watanabe (Japan), the Chair of the Committee, welcomed members' continued
use of the anti-dumping portal to submit their semi-annual reports and urged members
that had not submitted semi-annual reports to do so promptly.
In
addition to the semi-annual reports, the WTO's Anti-Dumping Agreement requires members
to submit without delay - on an ad hoc basis - notifications of all preliminary
and final anti-dumping actions taken. Ad hoc notifications reviewed during the meeting
were received from Argentina, Armenia, Australia, Brazil, Canada, China, the Dominican
Republic, the European Union, Indonesia, Israel, Japan, Jordan, Kazakhstan, the
Republic of Korea, the Kyrgyz Republic, Mexico, Morocco, Pakistan, the Philippines,
the Russian Federation, South Africa, Chinese Taipei, Türkiye, Ukraine, the United
Kingdom, the United States and Viet Nam. In this context, concerns regarding an
anti-dumping action notified by the United States were raised. The Chair urged members
to submit ad hoc notifications of actions taken without delay.
In
addition to adopting its annual report to the Council for Trade in Goods (CTG),
the Committee also adopted its report to the CTG on actions taken and discussions
on possible future actions to improve submission of notifications.
The
Committee approved the dates of the Committee's regular spring and autumn meetings
for 2026.
Next meeting
The
spring meeting of the Committee will be held in the week of 27 April 2026.
